QLD Construction hours - stop residential residents being woken at 6.30am

Construction noise can be extreme, blasting of horns, dropping of materials from cranes and from scaffolds, concrete cutting, all creating massive noise levels or sometimes vibrating levels. The high and continuous noise levels generated by construction works can affect sleep, concentration, and mental and physical health, among residents and workers. Only Queensland allows construction to start at 6.30am - Monday to Saturday. This is too early, noise legislation in other states in Australia starts are later to avoid excessive noise pollution. There are developments going up all over the Queensland State very close to residential properties, some of these developments have had approvals to allow the developments to take up to 10 years! Imagine having to be woken at 6.30am, 6 days a week for up to 10 years. There needs to be a fair solution and compromise to ensure adequate levels of quiet times for more workers, not just the construction industry.
Therefore to ensure the majority of noise sensitive premises are provided with an acceptable level of protection from excessive noise pollution, the start time of 6.30am needs to be changed to a later time more in line with other states of Australia preferably 7.30am as it is in NSW, or 7am as it is in other states in Australia. For school children, (studies show teenagers tend to get to sleep later and sleep later), and to try to accommodate shift workers the loud construction noise needs to start later in the morning. The current law is leading to break leases in construction areas. Below are the current laws in other States:
NSW - Construction in residential developments must take place between 7.30am and 5.30pm Monday to Friday and 7.30am to 3.30pm on Saturday.
VIC - Normal work hours for large residential developments in residential areas: 7am – 6pm weekdays, 9am – 1pm Saturday.
WA - 7am to 7pm Monday to Saturday.
SA - 7am to 7pm, Monday to Saturday.
